NYC ACP-15: when is the project monitor’s report due?

A plain-language guide to NYC DEP’s published 21-day filing window and what event starts it.

Last reviewed September 27, 2026

NYC DEP says an Asbestos Project Monitor’s Report (ACP-15) must be submitted in ARTS within 21 days of project completion, including successful clearance air monitoring.

DEP also says the report must be based on an inspection performed after all final clean-up steps listed in 15 RCNY § 1-112(m) are complete. The project monitor preparing the report must be independent of the abatement contractor. DEP assigns responsibility for compliance with this subdivision to the building owner.

For field planning, keep the completion and successful clearance sequence clear in your records, and make sure the report is based on the post-cleanup inspection. The filing window is a NYC DEP requirement; do not apply it automatically to another jurisdiction or treat this summary as a project-specific determination.

What to check

  • Confirm the project completion point, including successful clearance air monitoring.
  • Complete the inspection after the final clean-up steps required for the project.
  • Prepare the ACP-15 from that inspection and submit it through ARTS within the published filing window.
  • Check the current DEP instructions and the project’s approved documents if the scope, floors, or completion sequence is unusual.
